One week and 23 years ago my ass was handed to me by the voters of my federal constituency. Not alone, of course. When the rightist knuckle-draggers of the Reform Party came along and calved the conservative vote, all of my fellow (moderate) PCs – save two – were creamed at the polls. Libs sprouted like mushrooms.
Ouch. Didn’t see that one coming. And here I was with a life and a nice house in Ottawa, as well as one back in the riding. One day a cabinet minister with a driver and a shiny black car with bulletproof glass. The next day, an unemployed dude with two properties. And no job.
So Dorothy and I listed the house (it took agonizing months to sell – eventually to Jean Chretien’s media flack), packed, left town and went looking for work. In the wake of this, we left a bank account, too, at the downtown Ottawa branch of the Bank of Montreal. Just a few bucks there, unloved and forlorn.
Yesterday blog dog Darrell thought of me when he came across a form on the Bank of Canada’s web site. “Happened to think of you and typed in your name,” he says. “And voila, seems you have some money sitting ..!! While the amount showing won’t get you too far Garth, it should at least provide some satisfaction. After all what is yours, IS yours.”
Here’s what Darrell found:
Thirty-three bucks. Sent to the central bank by BeeMo in 2004. How awesome is that? It makes you wonder how many other people have forgotten about little piles of money, and what’s happened to them? The answer is simple – after a decent period of time (ten years), and after your bank’s sent a few letters to the wrong address, the funds are transferred to the Bank of Canada, where they live in the geriatric ward for up to 100 years, or until somebody claims it.
This is now serious coin. The Bank of Canada alone is holding $626,000,000 in unclaimed funds – almost enough to buy a foreign student’s house on the Westside of Vancouver. Or purchase 89,000 used Kias. Or get that poor Kardashian woman’s ring back with enough left to send her to the space station, forever.
So the central bank hangs on to unclaimed balances of $1,000 or more for a century, and just 30 years for little ones like mine. If I don’t claim my $33.70 in the next seven years, it gets transferred to the Receiver General for Canada – the dude you pay your taxes to. If the money is from a joint bank account (like mine) then the wording on the account dictates who claims it. An account between two people joined by “and” means they split it, while the word “or” means either party can grab it.
It takes about three months to get your cash after you file a claim, and the process costs nothing (once you provide the correct docs). Nobody will ever contact you to inform you of the money outstanding, and after ten years in captivity, your account will no longer interest-bearing.
Claiming your funds is pretty simple. Just download a two-page form, take it to your old bank and have them validate your signature. Send it to the feds. Wait for your booty.

No long-lost monies in my name, unfortunately, though I recall a similar search a few years ago locating about $5k in the name of a great Aunt who’d passed away a few years before, and I pointed out the results to my cousin who was executor of her estate.
He replied that it was from a small insurance policy that she’d been sold, and she’d not remembered to tell anyone.
My wife also found a US Saving bond for $20 dating from 1972 a few years ago, that turned out to be worth over $100!

I know someone who completely forgot $63 000. They were contacted by a person searching out names. I helped her recover the money but the bank wanted proof like a water bill with her name on it at the address. It was probably sitting for 30-40 years so there was no way we could find proof. I believe we sent a copy of her birth certificate and they cut a cheque. Imagine forgetting you have $63 000. We gave the guy a reward.

I left Australia in 1999 with a two year work visa.
Haven’t been back since so I have no doubt that I have some money kicking around in some bank accounts and some employer initiated retirement funds.
I actually lost control of my main Australian bank account and superannuation fund at various times as they have been handballed to other companies and was not notified as they did not know where to contact me at.
I found one retirement account that had roughly 3k in it when I left had grown to 22k thanks to time and a few other smaller ones being consolidated.
I am putting the money towards a condo down payment in 2075,Vancouver should be affordable by then…

What’s going on with foreign students owning mega-expensive houses is that wealthy businesspeople in Red China are moving their money out of the country using a loophole.
They are allowed to purchase a residence overseas so that their children can study abroad. They are buying up the most expensive properties not only in Vancouver but also Hawaii, California, Texas, and New York.

Oh my gosh! I found some – almost $4.00. It’s weird I don’t remember opening the account – it is a credit card company so wonder if they tied a bank account to my credit card somehow.
Back in the day you would buy stocks by sending a cheque to the transfer agent of the company that you wanted and they would reinvest the dividends. I forgot that I had bought shares of CIBC this way years ago. As I now work for Canada Post I saw a letter addressed to me at my old address I had moved from there about 17 years ago. So long that I almost forgot that I lived at an apartment there. It was one of the companies that try to get a fee for finding money. I contacted the transfer agent to update my new address. Turns out that I have 130 shares of CIBC. At about 100 Per share it is 13,000 which would have been lost to me forever had I not been working as a mailman.

I discovered the BOC website for unclaimed money about 10 years ago. I did some research and discovered some auto dealerships had pretty hefty balances sitting there.

There seemed to be a little disappointment and misunderstanding here yesterday when Garth made this prediction. First of all he said Toronto which should never be confused with GTA as some of the dogs assumed. Secondly he did not specify the time(smart move). Since he was comparing it to the US decline of 2006-2010 we might assume his period would be 4 years ending in 2020. 4 years 10% plus inflation=20% (roughly). Thirdly these are nominal prices expressed in C$. As we know our RE markets only kept pace with values as expressed in US$ since the loonie began it’s dive to 0.74. While most people in this Country only think in nominal C$ the blog dogs here will surely agree that the value of our portfolios is only partly denominated in C$. It is a basket of varied denominations furthermore complicated by the market/intrinsic value of underlying securities. Therefore looking from perspective of diversified portfolio (global) the decline of 10% nominal in Toronto may mean well above that number. Think of how cheap the Arizona and Florida properties were for Canadians circa 2011.
A friend bought a house in Leaside in 1989 for 400K only to be valued at 300k in 1992 during the last RE correction – 25%. This RE bubble is much bigger than that. I agree things will be better downtown, but the far suburbs should reach much higher correction numbers.

A little closer to ‘home’, i.e. real estate, is the hundreds of millions of unclaimed dollars resting in municipal property tax accounts. Here’s how it works:
Every year, hundreds of thousands of people in Canada overpay their property taxes, especially during the closing period of sales transactions. Most cities use similar accounting principles, which mean that credits on accounts remain stagnant in the account for a particular year, and are not applied forward to the next year’s balance. They must be claimed by the owner and a refund requested, with proper proof and ID required. If the owner forgets or, as in many cases, is not even aware of the funds, they remain there until the municipality is statute-enabled to take the funds (varies by province)
I compared notes with some other municipal number crunchers at a gathering last year. We estimated that there is at least $3 billion sitting in credit in property tax accounts, including commercial accounts, across the country. Less than 10% is likely to ever get claimed.
How these funds end up getting used by municipalities is a whole other story….perhaps for another day :)

I was just looking up ‘Hutton’ and found a Nadine in Sudbury with $7500 owed. An obituary matched up perfectly with the account and I’ve just sent the two sons an email – one in Sudbury and one in Blind River.

Seems pretty silly that a bank should hold funds for 10 years. After 3 to 5 years of no activity on account the money should be transferred to Bank of Canada. Just another example of the big banks taking advantage of customers.

The Nat West Bank (UK) grabbed $2000 of mine years ago. After several letters, and a personal visit equipped with ID I am still no closer to getting it back.

Two accounts in my name, one for each kid. Forgot to close them before we moved, and the bank here wanted me to go to the originating branch to close them (not worth the 2 hour drive or gas money). Yes, when houses were 3 times average income interest rates were around 10% and the cost to carry such a place (PIT) was around 1/3 of gross average income.
So, if the income is today 85000 and 1/3 of that is around 28000 then at today’s interest rates of say 2.5% you can afford a home valued at $900,000. It all has to do with interest rates. If rates increase to 5% then affordability drops in half to $450,000. As long as interest rates remain low as they are, prices will not come down so drastically. Who would have thought that interest rates would remain at emergency levels for going on 8 years?

You’re $900,000 figure is high.. The monthly payment premium multiple on a 25 year amortized mortgage at 10% compared to 2.5% is slightly under 2 for any given principle amount. For argument sake, we’ll round up to 2.. The average household income for Toronto is just about $80,000 which when multiplied by 6 (2 x 3) equates to $480,000, not $900,000. According to TREBs latest numbers, the average GTA selling price is $755,755. Now if interests rates remain this low forever(LOL), prices would need to drop by more than 36% to revert to the norm.

On unclaimed deposits wouldn’t it be better that Chartered Banks etc be required to have a trust account where such monies were placed after a given term of inactivity. After a, good long, time those monies could be added to their (the banks) bottom line as a source of revenue. Statute of Limitations, 7 years for example.
If i leave something of value some place, after such a good amount of time I am ok with that entity taking possession under such procedure as the above.

remember Kathleen Wynne first proposed an Ontario only pension plan that was going to be better than sliced bread. This plan was rolled into a Canada-wide plan. really the benefits of the expanded Canada pension plan are not overwhelming.
Right now there are lots of people that don’t fill out their income tax forms so they don’t get credit for CPP. I’m thinking a thousand guys ( and gals ) filling out their income tax forms who otherwise not would be a greater benefit than the expanded CPP.

While still at work at my previous employer (now toast) a few years back, I received a call one day from the CRA. They wanted to know if we were interested in assuming ownership of abandoned mining lands that had been in tax arrears for about 13 years. Turns out our company was the last ancestral vestige of a previous corporation that went kaput in the 90’s that was still standing. The kaput organization owned many companies that did mining – mainly the tailing piles going way back.
We pay the arrears, pay the taxes from here on in, and we get the land – two plots on the shores of lake Timiskaming totaling 54 acres including mineral and timber rights. Total arrears outstanding – $2800.00 lol!
Boss did not want to deal with the multiple 100 year old open mine shafts that the area geologist advised were still there and passed – I Googled the area and it was beautiful. Would have been awesome for cabin/cottage/hunting.

Took the plunge over this year and purchased some ETFs. Previously I have dealt only directly in stocks and bonds.
I have come to learn the behaviours of these two animals, the stock and the bond. They do not act remotely like each other.
The ETF I have found is a completely different creature. When I purchased them I was surprised as to how they worked. The stock is like a wild animal, it has good times and bad times, it fights to survive, it eats and gets bigger and then it starves and shrinks. It is in a state of constant evolution.
The bond is more of a creature of habit. It’s behaviour can be predicted and charted. It doesn’t require food or nourishment. It clings to what it knows and does not evolve.
The ETF is like neither of these things. I didn’t know what to make of them. I almost got rid of them because they just sat flat, paid occasional distributions and seemed to be very lifeless objects. Even the bond, which is a very boring entity, could be seen to cling to its life source. The ETF did not seem to have a life source.
However I kept these things in my portfolio, convinced that one day I might be able to see how they function and at that point I might want them.
They are now all going up in value. Again, in a lifeless way, almost like I am watching a game of wack a mole, where all the moles come up at once for reasons no one understands.
So I suppose these things self adjust at the end of pre determined periods of time, and the value gets re-set. This is good to know as one of the things I do when I buy stock, is to check the history and look for cyclically recurring events that either depress or elevate the price of the security. It would appear these ETFs are very easy to predict.
At any rate, that is my experience so far with these things. I am not sure if I like them or not. They do appear to make money on a predictable schedule. But they are boring as all get out. Worse than bonds.

During a period of unemployment, when our entertainment consisted solely in going for walks while the kids did homework, hubby and I discovered the mother lode of loose change. Tell your wife to look around high schools and variety stores near high schools.
Kids, for some reason, don’t think change is money; they throw it away rather than weigh down their pockets. It got to be fun to tally up the gains every weekend.

Thanks Garth – I just found $4,800 in my late grandfather’s name!
Strangely, a similar amount was transferred from a Computershare account in my late fathers name to the Revenue Quebec department of unclaimed funds. I can tell you from experience that retrieving the money from them was not easy…a ridiculous amount of documentation and notarized letters were necessary.
Anyway, perhaps we will have some fun with grandpa’s dough when we get it. He died like 14 years ago! Many thanks.

Pretty sure this depends on what ETFs you’re buying. I mean there is thousands of them out there tracking all sorts of stuff..context is important here.
Years ago I left about $100 in a TD account. About five years later I received a letter from TD saying my account was in overdraft. It seems the fees totally eroded the balance and I was in arrears. I don’t think stale-dated accounts could happen anymore with the current banking fees…
Found $17.28 belonging to a friend who died ten years ago. His family had to search through his belongings to gather his financial records. Apparently, they missed finding a bank account.
